Toggle to turn ads back on broken

**Description of the issue: Toggle for ads turned off but will not turn back on all other toggles work fine on & off. Ads will not go back on.

How can this issue be reproduced?

  1. Touch the red hollow triangle in top right corner
  2. Select “settings”
  3. Turn off “ads” toggle it will turn off but it will not allow you to turn it back on.

**Expected result: Unable to turn ads back on!

**Brave Version 1.20.103

**Mobile Device details: Samsung Galaxy S8+
