this is not a bug report, but feedback
i just left it open for hours and it eventually worked. (after 3 + hours on a fresh windows 11 install)
Suggestion: make a very easy obvious and clear method of user feedback on sync: a status with some estimated values and/or a queue position if the backend is busy.
I was looking to for a load spinner icon of some sorts of an animated icon but I think Brave just assumes it’s all done in real time so one isn’t needed. Sadly.

However, for some reason every single category except for the bookmarks is at 0 for hours. Then it shows proper preferences, passwords, autofill, extensions etc
