Shield OFF and still 'The URL was blocked by a content blocker'

Description of the issue:

The ‘content blocker’ kicks in even when Shield is disabled.

How can this issue be reproduced?

1. Take my phone.
2. Search on google (for example) “MK rcbo”. Click on any ad (first google results).
3. Observe ‘The URL was blocked…’ even when Shield is turned off.

Expected result:

The content blocker not to block content when Shield is turned off.

iOS 1.15.2 (20.04.23.16)

iPhone XS Max

Additional Information:

Works as expected from Desktop or iPad. Re-installed brave on iPhone but no luck.
