Description of the issue:
How can this issue be reproduced?

  1. Highlighting Russian characters
  2. Switching from American Keyboard to Russian Keyboard
  3. Typing Russian characters into browser

Expected result: Brave crashes and won’t open unless the keyboard is back to American

Brave Version( check About Brave): 1.1.23
