Cause you already have it enabled by default. click the BAT icon at the top right corner, or better still the triangle. Or goto chrome://rewards

why is there an ads sorry the ads isn’t available yet?

According to https://brave.com/brave-rewards/

At this time, ads in Brave Rewards are available to view in the U.S., Canada, France, Germany, and the U.K.
We are extending support to more regions in the near future.
