Could someone explain to me why is the browser behaving like this?
I did not allow any site to send me notifications, I even blocked sites from requesting whether to send me notifications or not, but there it is.

That’s Brave Ads, opt-in, private, and users get rewarded for their attention.
You may “accidentally” enabled it. Type brave:rewards in your URL bar > Ads section.
