I’ve added a Youtube Channel, but if I want to send a tip, it says, “This creator has not yet signed up to receive contributions from Brave users.” How can the problem be solved? I added the channel on 2018-12-12.

First, please search for existing thread. You’ll find many similar thread on this forum. 
It’s a known issue that only affect a few users. The team is aware of this issue and working on a fix. Apologies for the inconveniences.
