The issue of the top sites count dropping from 8 to 4 on Android was fixed in v1.17.74, BUT you may need to do the following to revert to the former behavior:

Thanks for the workaround. This displays the top 8 most visited sites with browser stats above them in the upper left hand corner.
It’s not centered or displaying the usual 10 sites but I can live with that for now. 
To the Devs, to satisfy the minimalist’s and the power user’s interface requests, would a settiing to display 0 top sites, 4 top sites, 8 top sites and 12 top sites (instead of only 10) on the NTP be workable? Browser defined at first then later on user defiined…
