Description of the issue: When I try to scroll on YouTube with the notifications tab on, the page starts flickering. If the notification popup is closed I can scroll normally.

How can this issue be reproduced?
- Open Youtube on Brave
- Prees notification button
- Try to scroll with the bar (my mouse scroll doesnt work)
Expected result: Page flickering
Brave Version: 1.79.123 oficial Build x64 chromium 137.0.7151.104
Additional Information:
Another issue is that when I press “block” button on popups, they start to flicker.
