Cannot login to institutional Outlook email with Shields Up unless clear all cookies



**Problem is new with latest version of Brave (no problems on Muon). Attempts to login to institutional Outlook email with Shields Up results in message:

"This page isn’t working redirected you too many times.


If I clear all cookies I can then access my email, but if I try again a few hours later the same problem recurs, and I have to clear cookies again. I am able to login with Shields Down, but thought this was still worth reporting since it was not a problem in Muon. I wonder if it might be related to the single sign-on system used by the institution?**

Steps to Reproduce (add as many as necessary): Problem manifests itself at every login, unless I have just cleared all cookies, or disabled Shields.

Brave Version(about:brave): 0.58.18
