Browser deletes all saved passwords and cookie settings for sites after closing

Description of the issue:

All the saved passwords under Autofill > Passwords are gone after I restart the brave browser on Windows and I also have to consent to the cookie policies for all sites like twitter, youtube, each time the browser is restarted.
I have a profile created and the Clear browsing data on exit checkboxes are all disabled:
onexit
Checked older threads on this topic, but nothing seems to work.

How can this issue be reproduced?

  1. Open Brave Browser
  2. Open community.brave.com
  3. Login and save password for the account
    Password is available under Autofill > Passwords:
    Saved
  4. Optional: Go to twitter.com for example, accept cookies
  5. Close Brave Browser
  6. Start Brave Browser again
  7. Go to community.brave.com no saved password available
  8. Passwords under Autofill > Passwords are gone
  9. Go to twitter.com I have to accept the cookie settings again.

Expected result:
The passwords should remain saved after closing browser or restarting the PC.
