Brave install fails due to a "dead link": "brave-browser-apt-release.s3.brave.com"

On a fresh ubuntu 22.10 install tried to install brave but fails due to a dead link

How can this issue be reproduced?

1.install a fresh ubuntu 22.10
2. install brave with the commands given on the installation page
3.

Expected result:
installs brave successfully

N.A
Additional Information:
i only put all the commands in the shell script to get the logs and error initially i had run them one by one with copy past directly with no change i have no vpn’s or proxy setup or needed.
