For instance, a search query like “site:wikipedia.org OR site:github.com python” only seems to return whatever the first “site:” includes, in this case “wikipedia.org.”

Yes, I have noticed that it is not working properly. I am trying to use the OR and site operators to filter my API searches to a custom site list.

I can say that it works better if you put your query first and then the sites you want to filter on. Otherwise you will only get the first site. That should resolve your issue.
My issue is it is returning sites outside of my list when I use the API which defeats the purpose of my list.
