Simply put, if a Brave publisher site loads content into an iframe on a different website, does the iframe-owner site (brave pub) get any credit for the attention generated from the iframe page load?

In general: no. Only the main document frame is attributed. Except for embedded YouTube videos in some situations.
That is my reason for asking. If I host Brave youtube channels or twitch channels to promote their content, the streamer should earn from the embedded video stream.
