Those are maximum amount of ads per hour, not minimum. We can go hours or days with no push notifications. It all matters on how many ad campaigns are in the region, if they are paying to be shown on your OS, and if you have met the view limits. @arryyyyaan can you describe more of what you mean? All ads by Brave are clickable, though you are only supposed to click them if you are interested in them. Brave never pays you for clicking ads.
In any case, are you talking about the ads that appear in Brave News, New Tab Page (Sponsored Images), or Push Notification type of ads?
