Life happens and things can break or have other issues. Brave is transparent enough to show you it’s still pending, as I’m sure you have seen at Ads Payout Status Update. And I also have a topic that I pinned on top for the Rewards section if you had looked, which explains that they have advised there’s an issue that’s being worked on.
