Youtube: Cannot Comment, nor Send Reply to a Comment

Description of the issue: No Comment Bar in shorts; and no Send button to Reply to a Comment

How can this issue be reproduced?
I don’t know. I am on Windows 11, and have noticed this recurring issue

**Expected result:

  1. To have a Comment bar when wanting to add a comment in Shorts
  2. To have a Submit or Send button after typing a Reply to a comment on long length content**

Brave Version( check About Brave): V 1.78.94
