The setting for Widevine states “Ask when a site wants to install Widevine on your computer.” It’s only enable or disable. When disabled what is it suppose to do? Install or not install without asking. I assume it won’t install.
Maybe consider doing something like chrome://settings/content/location when enabled it says “Ask before accessing (recommended)” and when disabled it says “Blocked”. Or change the static text to something like “Ask when a site wants to install Widevine on your computer [instead of blocking].” (assuming that’s what it does).
