Why is brave not supporting UAE when uphold does?

Uphold supports creating accounts in the UAE but brave says region is not supported?! Why is that?

I receive Ads and BAT every month but never bothered to connect to uphold account.
Now that I want to connect it (just saw the message that receiving BAT wont be possible without connecting to custodial account) I can’t connect it
What’s ironic is that UAE is supported for receiving ADs and Uphold can create an account with UAE ID but brave still doesn’t support it
