There are many different reasons why someone may not receive a grant.
In the case of the latest grant, only users who had Ads turned on and were from a supported region before the grant release were eligible.
For other cases it could be that the grant pool was exhausted so there were no more to give out at the time.
If you are referring to receiving tips as a publisher, that is a different matter as well.
