Why does the browser reload tabs when enabled 'On Startup: continue where you left off'

thanks for the explanation but some browsers or not, it’s super annoying because truly it adds nothing, takes away agency and pollutes brave’s history that already is very foggy as is bc it doesn’t display URLs as opposed to Vivaldi or well Firefox.
