Why can't we withdraw BAT with the wallet we want?

Hi, i already saw some thred about that but no one of got a good answer, so i’m trying to ask
Why can’t we just withdraw our BAT to our brave wallet or what ever wallet we will ? I’m from France and one of the proposed wallet seams bad and the other can’t be used in my country

I hope someone gonna tel me why.
