What is needed to have brave rewards in Mexico?

I would like to have some feedback about the rewards and payments situation in my country México, we gave it a quick search and it turns out is not available yet, so…what is needed? to form a stable mexican community of brave users?
I would like to dig a little bit more into this matter.
