What data are synced with each category ie extensions, settings, etc

Description of the issue:
I have two Computers for my example. A and B. I load an unpacked extension that I downloaded because it is not in the store on both machines. Pinning it on computer A automatically causes that same extension to become unpinned on computer B. Pinning it on computer B produces the same result so it must be pinned each time I use a different computer. I have disabled “Extensions” in sync data. It does not help with this issue.

Which data is being synced for each sync category?

Steps to Reproduce (add as many as necessary): 1. 2. 3.

  1. pin extension on computer A
  2. switch to computer B and watch it disappear within seconds

Expected result:
Be able to pin the extension across all synced browsers
Reproduces how often:
every single time

Additional Information:
Extension is Dissenter, but I dont think it matters for this scenario
