Description of the issue:
For a few days now, Brave has started to no longer save site settings, so I find myself with Whatsapp that doesn’t keep the background set, Twitch that doesn’t keep the playback speed, YouTube that doesn’t keep the player configuration, etc… The problem is general and widespread, it doesn’t seem to depend on specific sites. And it is HUGELY annoying.
Searching the reports already present, I found one from 2021 (now closed, otherwise I would have commented on that, which would have been much more convenient and effective) which cited some changes to localStorage management as the cause of the problem. How can this issue be reproduced?
There are no specific steps to reproduce the problem, it is widespread through all sites, just try some of the ones I mentioned above to verify the issue.

1.52.119 Chromium: 114.0.5735.90 (Official Build) (64 bit)
Windows Version:
Windows 10 Pro Version 22H2 (Build 19045.2965)
