Webcam remains on even when not in use

Description of the issue:
The webcam is active on my MacBook M1 Pro (2020) even though there is no window/application within Brave using it. When I close Brave, the webcam led turns off. When I open Brave again, it turns on again - even without any open tabs.

How can this issue be reproduced?

  1. Use video conferencing web software (Google Meet in this case)
  2. Close tab
  3. Profit

Expected result:
Brave stops using the webcam once it has no need for it.

Brave Version: V1.31.88

Additional information: Problem persists even after reboot. Turning off access to the camera via the system properties turns it off.
