Web Site Icons All Replaced By Folder Icon in Address Bar

Description of the issue: Web site icon used to appear to left of address bar but were all reset to folder icon. New sites also default to folder icon.

Steps to Reproduce (add as many as necessary): 1. 2. 3. Go to any site and look at the icon and only the folder icon shows,.

Actual Result (gifs and screenshots are welcome!):

Expected result: Site icon should show

Reproduces how often: Iccurs all the time

Operating System and Brave Version(See the About Brave page in the main menu): MacOS 10.14.6 Brave 0.68.139 Chromium: 77.0.3865.90 (Official Build) (64-bit)

Additional Information: Bookmark site icons for Wall Street Journal default to a strange icon, but other site bookmark icons okay
