Web page link for zip file to server with numbers in url

Web page has a link to download a zip file. Zip file is hosted at a numbers address not a named domain. Clicked link never allows download window to open.

Used to open the download directory selector window, now does not. Works in Safari.

Version 1.31.87 Chromium: 95.0.4638.54 (Official Build) (x86_64)

Is there a security setting that would prevent these links from completing?

brave://settings/downloads Ensure Ask where to save each file before downloading is enabled.

Just tested here, worked with your sample video

Thanks. I have that enabled. Must be something else with my setup.
