Wallet restore does not import all accounts

Description of the issue:

after wallet restore only 1 wallet address shows up, there are 17 addresses in the wallet

Hello - If you select Create Account, it will add your existing addresses one-by-one. You can do so here: brave://wallet/crypto/accounts
