Videos don't render when hardware acceleration is enabled

Description of the issue: Trying to play a video on Brave with hardware acceleration enabled will show a plain black screen. Disabling hardware acceleration fixes the issue, though that’s just a workaround to it.

How can this issue be reproduced?

  1. Have hardware acceleration enabled in brave://settings/system
  2. Go to YouTube
  3. Select any video (i.e. https://www.youtube.com/watch?v=LB6_e2uA7rE) and play it

Expected result: Video should play normally instead of a black screen appearing in the video area

Brave Version( check About Brave): 1.45.113

Additional Information: System is Windows 10 x64 22H2, Ryzen 5 5600X, NVIDIA GeForce RTX 3060 (driver version 526.47)

Can you test with an older video driver build? (as a test)

Tried 522.25, issue present on that one too
