Very odd behavior looks like spyware (random UDP ports opening)

Description of the issue:
Brave (and a recent build of Chromium) will open a random UDP port seemingly for every outgoing TCP connection.
Steps to Reproduce (add as many as necessary): 1. 2. 3.
You need a firewall that blocks outgoing connections like HandsOff! which I believe has a free demo.
Actual Result (gifs and screenshots are welcome!):
I have to block random UDP connections every time an outgoing TCP connection is initiated. After blocking all the connections, the page will load normally.
Expected result:
No such connections. Other browsers like Safari or older versions of Brave/Chromium don’t appear to do this
Reproduces how often:
Every time.

Additional Information:
I tried disabling extensions in Chromium but there are a couple (CryptoTokenExtension and Chromium PDF Viewer) which I’m disallowed from disabling. However, this doesn’t appear to be related to extensions.
