No, there are no other options. You can blame governments for that, as it used to be 13+ but they had to change it. To quote from Uphold:
Previously, Uphold users needed to be 13 years or older. Due to various data protection legislation and compliance obligations worldwide, requiring that users of a certain age obtain parental consent, we only offer our services to individuals who are 18 years or older.
The only way to withdraw BAT is to have a verified account with Uphold or Gemini, to which you’ve been able to submit all documentation and complete KYC/AML. You can’t do that under 18, unfortunately.
