Verifying my YouTube channel

I have tried verifying my YouTube channel as the video on this website States and send myself a tip from another account and it states it is not verified

Firstly I made my account
Then I went into my old phone and account
I went into my YouTube channel
I clicked the BAT symbol to tip and it said user is not yet verified

I expected to be able to send myself a tip

This works everytime
