V1.18.75 update deleted all passwords

Description of the issue: Updated to V1.18.75 and password manager no longer contains any saved passwords. It does remember sites for which it should never save passwords for, though.

Additional Information:

Hello, @swan. Your passwords should be okay. Please restart the browser and look for a prompt asking to grant Brave access to your keychain (image below). This is necessary due to a certificate change with the application itself. Without access to your keychain, the browser will not be able to access/present passwords and other content protected by the OS.
