Users get 70% and BAT gets 30%?

If an advertiser spends $100, the user gets $70 and Brave gets $30…does the $30 end up to BAT tokenholders? If we implemented partial burn mechanics or re-filled the treasury to drive user growth that could be potentially good for the overall ecosystem
