Description of the issue:
When there’s a tab open with international characters in the URL, after the app restart URL gets garbled.
How can this issue be reproduced?
- Open a URL with international characters in it (e.g. a Wikipedia article in a Cyrillic language)
- Close Brave app (not just switch to another app, actually eject it from the list of running apps)
- Open Brave again
