whenever I set video players to full screen mode.
What does this 
symbol mean and how do I get rid of it?

What video player are you referring to? Does this happen on youtube?
Do you have any extensions - if so - can you try disabling all of your extensions?
All players really, Youtube, Twitch,
basically any website where you can put the player in full screen mode.
It also happens in incognito mode and incognito with Tor.
Disabling the extensions didn’t help, sadly.

Can you try creating a new test profile and seeing if the issue persists?
Click on the menu icon in the top right corner > create a new profile.
Yep, still there. Even with a new profile. 
Nope, not in Firefox, Chrome or Yandex. Just in Brave.
