Unable to turn off Clear Private Data switches

Description of the issue:
The switches in the Clear Private Data section of the Brave Shields & Privacy settings are not able to be turned off.

Steps to Reproduce (add as many as necessary): 1. 2. 3.

Select Settings
Select Brave Shields & Privacy
Scroll down to Clear Private Data.
Move switch to the left for Browsing History, Cookies and Site Data, or Saved Logins.
Select the “Back” text at the top left of the pop up menu to go back to Settings.
Again select Brave Shields & Privacy.

Actual Result (gifs and screenshots are welcome!):
The Browsing History, Cookies and Site Data, or Saved Logins switches have been automatically re-enabled (moved to the right).

Expected result:
The Browsing History, Cookies and Site Data, or Saved Logins switches should remain off (on the left side)

Reproduces how often:
Every time.

It always uses the setting you’ve used the last time. You have to do it at least once to have the settings saved. If you just go back without actually clearing anything, it will be reset.
