Description of the issue:
I am having trouble downloading PDF files in the iOS browser. I can open the PDF, and scroll through it, but printing it or sharing it to “files” results in a very small file that has no meaningful content. I see it most often in portals - like tax notices from a state, or utility bills from the utility company website.
The browser definitely has the PDF file - I can read it just fine. But printing/saving don’t work.
How can this issue be reproduced?
Expected result:
I should be able to save the PDF I am looking at to Files on my phone.

Just tested on my end and was able to download and view the BAT Whitepaper successfully. Wondering if it has to do with where the file is coming from, as you implied at the end.
Can you try downloading the Whitepaper linked above and see if that works successfully?
I’m having the exact same issue. On both iOS and iPad OS Brave will download a couple kilobyte file with nothing in it if I try to download PDFs. Frustrating trying to print files since Windows and my printer hate each other.
Other posts on this forum from years ago suggest this is a problem with Power Point documents as well.
If you repeatedly close the window with the PDF on it, then reopen the window and try to download it, it may work. It recognized the file size correctly the first download attempt after reopening every time, but never downloaded correctly for me.
EDIT: Just tried the whitepaper posted, and it worked fine. The domain the broken PDFs were coming from was moodle.[myschool].edu/pluginfile.php, if that helps anyone with troubleshooting.
