Quality of life suggestion.
Turning off “Use Brave Translate” should remove the “Translate to …” option on right click menu.
Support suggested using a chrome flag to disable the translate feature entirely, but this is a very bad UI/UX experiences. What’s the point to turn off the “Use Brave Translate” option then?

### Description

If Brave Translate is disabled in `Settings --> Languages`, the option still remains in the right-click context menu. This option should be removed when the feature is disabled.
### Steps to reproduce
1. Disable Brave Translate
2. Right-click on the a site
### Actual result
`Translate to [...]` option still appears in the context menu
### Expected result
`Translate to [...]` option should be removed when setting is disabled.
