Description of the issue: Transparent Overlay of electronic circuit animation grows on browser while watching Youtube. When i hover over, it goes away temporarily

Steps to Reproduce (add as many as necessary): 1. 2. 3. Visit youtube on Brave for windows

Actual Result (gifs and screenshots are welcome!): screenshot and videos included

Expected result: no overlays while watching videos

Reproduces how often: only on brave at the moment

Operating System and Brave Version(See the About Brave page in the main menu): Windows 11 Pro 10.0.22000 and latest Brave 1.31.91

What version of Windows? What version of Brave?

If not Brave 1.31.91, please update it and see if the issue still occurs.

If it does, next thing I would try is to disable Hardware Acceleration in settings.
