Description of the issue: Top Sites duplicating and not going away.
Steps to Reproduce (add as many as necessary): 1… Drag a top site over another. (I thought this would change their order). 2. My screen then was filled by the same top site.

Expected result: Screen is filled with the same top site.
Reproduces how often: Everytime
Operating System and Brave Version(See the About Brave page in the main menu): Version 0.65.120 Chromium: 75.0.3770.90 (Official Build) (64-bit)
Additional Information: Will go away if you close the application
