Toolbar moves to top when enabling tab groups

Description of the issue:
I can’t activate group tabs and bottom toolbar at the same time. Seems to be a bug since this video demonstrates that it’s possible: https://www.youtube.com/watch?v=_cWdJ2PN3Sg&t=67
How can this issue be reproduced?

  1. Enable bottom toolbar
  2. Enable tab grids and tab groups in chrome://flags

Expected result:
Toolbar moves to top and stays there, even if you set the toolbar position to bottom (after relaunching the browser, the option is disabled again without any changes)

Found a work-around:

  1. Disable bottom toolbar
  2. Enable tab grids & groups
  3. Relaunch
  4. Enable bottom toolbar

Never mind. It only fixed the issue for a minute. After the next launching of the browser, the toolbar move to the top again.

That flag will have conflicts with bottom toolbar and work work as expected. I’d suggest disabling the flag until Chromium has the feature added as an option instead of flag.
