This website loads once, then it somehow gets refreshed and while I am scrolling, it jumps to the top and then scrolls down to where I was - any help?

Hi.
This website www.tio.ch will load once in my browser, then I start scrolling down and after 1-2 seconds I get pulled up to the top of the page. So I have to scroll down again.
It happens with all pages within that site.
Any clue what this is and how to fix?
