Third-party extensions aren’t persistence

When I add a third-party extension to Brave in developer mode, it only work as long as the browser is open and after each restart ( browser and OS both ) the extension will be disappear. I have this issue with following extensions ( I haven’t tested other extensions)

  1. medium-unlimited
  2. universal bypass

As it obvious I expect my favorite extensions be persistence.
