The authentication system of the University of Laval cannot be used with Brave

Description of the issue:
The authentication system of the University of Laval cannot be used with Brave. It works with Chromium and Firefox.

Steps to Reproduce (add as many as necessary): 1. 2. 3.

  1. Go to a login webpage of the University of Laval, for instance https://authentification.ulaval.ca/authentification.html?urlorigine=aHR0cHM6Ly9jb3VycmllbC51bGF2YWwuY2Evb3dhL2F1dGgvbG9nb24uYXNweD91cmw9aHR0cHMlM2ElMmYlMmZjb3VycmllbC51bGF2YWwuY2ElMmZvd2ElMmYmcmVhc29uPTA=

  2. Enter correct login and password.

  3. Submit form.

Actual Result (gifs and screenshots are welcome!):
The page https://authentification.ulaval.ca/my.policy gets loaded and then redirected to the same login page

Expected result:
Being connected to the expected service.

Reproduces how often:
Has reproduced on all of a few trials.

Operating System and Brave Version(See the About Brave page in the main menu):
Debian 9 . Brave 0.63.48 Chromium: 74.0.3729.108 (Build oficial) (64 bits).

Additional Information:
The issue also occurs with shields disabled.
I have tried the same with Firefox 66.0.5 and Chromium from the Debian Stable repo ( Version 73.0.3683.75 (Developer Build) built on Debian 9.8, running on Debian 9.9 (64-bit) ). In both cases, the issue didn’t occur.
