Description of the issue:
There is a visual bug with the tab strip when Tab Scrolling is enabled in brave://flags. Specifically, when Tab Scrolling Overflow Indicator is set to fade or shadow, a 1-2px border or fade element sticks out of the tab strip, making it look broken.
How can this issue be reproduced?

Go to brave://flags.

Enable Tab Scrolling .

Set Tab Scrolling Overflow Indicator to fade or shadow.

Open enough tabs to activate the scroll and observe the right or left edge of the tab strip.
Expected result:
The fade or shadow indicator should align perfectly with the tab strip without any overflow or visual glitch.
