Description of the issue:
On Brave Desktop using vertical tabs, relocating a tab by dragging works until the list of tab needs to be scrolled to relocate the tab. This results in multiple relocations and separate scolling events to relocate tabs.
How can this issue be reproduced?
1.Switch to using vertical tabs
2.Populate the tab list with more tabs than the list displays in a single view. for ex- 25 tabs
3.Try to relocate the last tab to the place of the first tab
Expected result:
As soon as the mouse pointer reaches the top tab in the current view the list should begin scrolling.
Similarly if relocating the first tab to the bottom of the list. The list should begin scrolling as soon as the mouse pointer reaches the end of the last tab in the current view.
