No, not really. I mean it’s possible but the design wouldn’t be realistic when you think about how much screen space you have on a small smartphone. It would make for a poor UX overall. What is it that you’re so intrigued on that you would like to ask? Is it the appearance or is there some utility you were hoping for?
It’s quite useful actually. I’ve been using this feature in Opera, it allows you to switch between visible tabs in one tap, and to navigate through all the tabs you just swipe the tab bar left / right.
So it’s one tap less, and everything is done on the same screen, so it’s faster to find the tab you look for, as you don’t need to inspect the new screen with tabs grid or list.
Also most of the smartphones are 6’'+ nowdays with high res screens, so they have decent width for that

@zerxx actually, I had a dumb moment in my initial response. Somehow I think I was seeing something bigger or just was picturing something else despite what you showed and asked. So I was wrong in my initial response. Sorry.
In seeing your latest screenshot and with me being a bit more calm, I need to change the initial answer. Such as screenshot here below from my iPhone where it is indeed able to do what you’re asking.
So getting past the idea of me making a fool out of myself and answering wrong initially, let me confirm that you’re saying it does not show up like this in the current Android version of Brave?

And yes, on Android mobile it doesn’t look like on your screenshot.
I’ve managed for the tab bar to appear on my phone after I’ve set the DP to 600 in developer options. So I guess it’s a Chromium feature to determine device type by the DP and show corresponding interface.
Here’s another screenshot from my 11’’ tablet in portrait mode with Brave and Chrome in split screen (900px wide each window)
The way tabs are displayed are indeed determined by device type which is why they may have looked different initially before your adjustments.
I don’t know of any plans to add this functionality at this time but I certainly wouldn’t count it out.
