Sync doesn't work (grayed out in the menu)

Description of the issue: Sync doesn’t work. It’s grayed out in the menu

Steps to Reproduce (add as many as necessary):

  1. Open Brave
  2. Open the menu on the top right
  3. Sync is grayed out and you can’t open it, not even navigating with the url (brave://sync)

Expected result:
Sync should work

Operating System and Brave Version(See the About Brave page in the main menu):
Windows 10 Version 1903 (with updates up to date)
Version 1.3.115 Chromium: 80.0.3987.87 (Official Build) (64-bit)

Additional Information:
I want to sync my desktop with my laptop and mobile (the last two are already synced)
